<br />o <br />o <br />W <br />-.J <br />~ <br />-...l <br /> <br />. <br /> <br />. <br /> <br />DISTRICT'S ROLE IN CORPS PROGRAM <br /> <br />Better regulation makes it desirable to operate the entire area of <br /> <br />the Arkansas River to the state line as one entity and the best means to <br /> <br />date appears to be an extension of the Southeastern District. For the <br /> <br />District to sponsor flood control and the Army program would require an <br /> <br />amendment to present state law in several regards. <br /> <br />Firstly, the District would require authorization specifically per- <br /> <br />mitting it to sponsor a flood control activity and the levying of taxes therefor; <br /> <br />the taxes have to be increased beyond the limits of the present law which <br /> <br />is 1-1/2 mills because by contract with the Bureau of Reclamation the <br /> <br />District is obligated to pay a sum equal to S/10ths of one mill to the <br /> <br />Bureau each year on the entire assessed valuation of the District. The <br /> <br />remaining 1/10th of a mill is available to the District for its own O&M <br /> <br />expenses. An additional levy up to 1/2 of one mill can be made in the event <br /> <br />of a default or a deficiency. The present assessed valuation of the District <br /> <br />is now approximately $540,000,000 and the growth chart inclicates that by <br /> <br />the year 2028 the assess valuation of the District will be $1,500,000,000 <br /> <br />or three times its present value. The increase in assessed valuation will <br /> <br />greatly strengthen the payout ability of the Fryingpan Project and assures <br /> <br />its success. <br /> <br />Lastly, legislaton may be desirable to expand the powers of subdistricts <br /> <br />of the District to engage in flood control activity. Subdistricts are presently <br /> <br />contemplated but insofar as flood control activity is concerned, their powers <br /> <br />-7- <br />
