.

.

.

- 9 -

d) Modification of Yuma West Main Canal. In compliance with recommendation
No.7 of Minute No. 218, the Bureau awarded a contract with the Arrow
Construction Company of Yuma on October 26, 1970, to complete within
180 days: 1) relocation of the Cooper Canal Wasteway to discharge into
the Colorado River above Morelos Dam and 2) modification of the down-
stream reach of the Yuma West Main Canal so thJV:flfe~l'waters now wasted
to the river at the l1-mile and 21-mile wasteways will be discharged
into the outlet channel of the Boundary pumping plant and thus delivered
to Mexico. This will remove questions as to the availability to Mexico
of such waters, which are charged as a part of the guaranteed treaty
deliveries to Mexico.

e)

Flood Control Project, Gila River, below Painted Rock. In FY 1970, the
Corps of Engineers received $774,000 of budgeted funds for pre-construction
planning for the flood control project for the lower Gila River. An addi-
tiona appropriation in 1970 in the amount of $1,715,000 was made available
an July 1, 1970 far construction planning. The Congress appropriated
$1,000,000 in FY 1971 for initiation of construction and real estate acqui-
sition, but this total amount has been placed in budgetary reserve.

The Corps is currently coordinating with the Federal and Arizona Game and
Fish authorities on the ecology effects of the project, and has employed
ecologists from the University of Arizona to serve os consultants.

It is hoped thot construction will start in FY 1971 because this project is
important to the solution of the salinity problem in that it is necessary to
assure continuance of selective pumping in the Wellton-Mohawk project
during and following flood periods, which is an essential part of the
United States operations for solution of the salinity problem with Mexico.

10. Acknowledgment

The cooperation of the Bureau of Reclamation and Irrigation and Drainage Districts
in the Yuma area in carrying out the United States operations under Minute No. 218
is acknowledged with appreciation.

J. F. Friedkin
Commissioner

Attachments:
Exhibits 1 - 7
Minute No. 218
