I
I
I
I
I
I
I'
I
I:
I
I

002077

1.0 INTRODUCTION

The Williams Fork Reservoir Hydroelectric Project (Williams Fork Project) operates
under the terms of a Federal Energy Regulatory Commission (FERC) license. The
existing license (FERC Project No, 2204) expires January I, 2007. Denver Water is
applying to the FERC for either a new license (relicense) or for a small hydroelectric
project exemption, This Noxious Weed Survey Report has been prepared in support of
the relicense/exemption application.

The impact of noxious weeds on wildlife habitat was listed as an issue in the initial
scoping document for the project (SO I), and SO I proposed I) identification of the extent
of noxious weeds at the Williams Fork Project and 2) development of options for
controlling noxious weeds. Public Scoping Meetings were held in June 2003 to solicit
public input on resource studies and issues that should be considered in the
relicensingJexemption process, During the Scoping Meetings, the potential for noxious
weed growth on existing spoil piles at Williams Fork and the need for control measures
were mentioned as potential issues; however, no additional studies related to noxious
weeds were requested during scoping, Based on the resource issues identified in scoping
and on discussions with the FERC relicensing staff, Denver Water developed a study plan
for evaluating the distribution and extent of noxious weeds at the Williams Fork Project.
The noxious weed survey detailed in this report was completed in accordance with the
study plan.

I
I,
I
I
I
I
I
I'

The noxious weed survey for Williams Fork Project was conducted during the summer of
2003 to aid in identifying and assessing potential resource risks associated with continued
operation of the Williams Fork Project. The survey identified and mapped the
distribution and extent of noxious weeds within the FERC project boundary according to
the specifications of the study plan, Although outside the project boundary, access roads
to the Williams Fork Project powerhouse and to the campground/boat launch site on the
east side of the Williams Fork Reservoir were also surveyed, This report details the
methods, results, and conclusions of the noxious weed survey. Results of this noxious
weed survey have been incorporated into Denver Water's Geographic Information
System (GIS) database developed for this project.

Williams Fork Reservoir
Hydroelectric Project
January 2004

Steigers Cl>rporatlOn
Noxious Weed Survey Report

Page I
