There is a real opportunity within this Department to implement <br />some of the Commission's recommendations while awaiting the resolution <br />of NOAA as it has a direct responsibility for many pf the marine areas <br />now. <br /> <br />Lastly, I wish to address myself to the area of one of the Commission's <br />major recommendatiolls and one which Vice President Agnew cited in <br />his speech: the Coastal Zone Authorities and Laboratories. A major <br />recommendation of the Commission was: "That a Coastal Management <br />Act be enacted that will provide objectives for the coastal zone and <br />authorize Federal grants-in aid to facilitate the establishment of State <br />Coastal Zone authorities empowered to manage the coastal waters and <br />adjacellt lands". <br /> <br />On August 8, 1969 Senator Magnuson from the State of Washington, and <br />Senator Hart from Michigan introduced Bill S 2804 "Coastal Zone Manage- <br />ment Act of 1969". <br /> <br />In general, the Commission's position on the coastal zolle authority was <br />that the coastal zone should be under the control of the state. The states <br />are the primary landholders of interest, and they should select the form <br />of orgallization and assign to it the. responsibility of the coastal zone. It <br />was our view that the Coastal Zone Authority could be vested in one man <br />or a Council as long as appropriate plans were developed for the preser- <br />vation and use of the coast. To initiate these activities NOAA would <br />assume one half the organization cost alld pay half the cost of preparing <br />the development plan. <br /> <br />The available federal funds through NOAA would provide that agency with <br />direct. involvement in the plans of the Coastal Zone Authority. NOAA will <br />not be limited to merely an advisory capacity. <br /> <br />The States lack sufficiellt money. There are schools to be built, ghettos <br />to be rebuilt and transportation systems to be planned and the states are <br />unable to finance these. Can they be expected to afford a Coastal Zone <br />activity? I believe a way must be found to return federal moneys to the <br />states' use in coastal programs. <br /> <br /> <br />I would like to suggest that part of the bonus moneys received for off-shore <br />federal mineral leases could be returned to the Coastal Zone Laboratories <br />to study the ecology of the region as well as techniques for prevention and <br />clean-up of oil spills. <br /> <br />Mr. Chairman, I thank you and the audience for being so attentive. <br /> <br />~".
