<br />, 002785 <br /> <br />-19- <br /> <br />A couple of years ago, my wife and I went up to New Yprk to see a play. <br />We checked into the hotel and then .went to the coffee shop to have a <br />sandwich and there was no water on the table. I said to the waitress, <br />"Wouldn't you bring us some water~'? She said, "Well', if you ask for it, <br />I can bring it. If you don't ask for it, we are--, we don't serve water." <br />Now, that is how tight the water supply was. <br /> <br />-'';: ':. .:-~.---,) <br /> <br />~~fi; <br />I <br />t?G){}~ <br />)::~'~.::-:)>~ <br />~ <br /> <br /> <br />. " <br /> <br /> <br />We went up to the room and I went in to take a shower and there was a <br />little sticker on the shower door that said--there is a water shortage, <br />shower with a friend. I called Jan in there and I said, "Look at that <br />sticker. What do you think of that?" She said, "You haven't got a friend." <br /> <br />Last week before I left Washington, there Were statements in the press <br />that the Potomac River, was at one of its lowest ebbs in history. I saw <br />the Susquehanna River in Pennsylvania a couple of years ago when it was <br />almost a trickle, and the rocks were showing, So, it is a national prob- <br />.lem and I hope that everyone in the room today would join with me in <br />stipulating that the water needs of our country, and more particularly <br />the western states, are real as distinct from problematical, and they are <br />at-hand as distinct from pending, and that their solution requires the <br />development of analytical tools more sophisticated and enlightened then <br />we have heretofore utilized. <br /> <br />Conceptualization, refinement and promulgation of these tools are, in <br />my judgment, the highest duty to be performed' by the Water Resources <br />Council, and you are to be commended for the vigor and imagination <br />with which you have approached this most important work. <br /> <br />Before temporarily departing from this subject to touch on a closely re- <br />lated matter, I would like to assure all of you that our Committee on <br />Interior and Insular Affairs, intends to cooperate with the Council in any <br />meaningful and appropriate manner to insure that .valid and workable <br />principles are developed, and this takes place as promptly as deliberate <br />consideration will permit. <br /> <br /> <br />
