Burton <br /> <br />Now, that is strictly a subjective type of title .because it would depend <br />entirely on what member of Congress was looking at national water <br />policy. If you had Craig Hosmer from Long Beach where they are <br />using all of our water, he might have a different ccinceptof what <br />national water policy ought to be than a member from' Utah would. If <br />you talked to John Saylor, you would sure get another version. But, <br />before I launch forth into that discourse, I would like to say that <br />Gordon Harmston, your chairman here today, is one of my favorite <br />Democrats, and I mean that. He always has been since his appoint- <br />ment to the Senate by a Republican Governor, one of Utah's most dedi- <br />. cated servants. He has heard me tell a story of the first time that I <br />ran for Congress in 1962. We have in my district a county named <br />Carbon County. It is a coal county. Carbon. And it has a lot of coal <br />miners and, as you would suggest, or think.. very heavy Democrats; <br />The biggest Democratic county we have in the State of Utah. As a <br />matter of fact, there are only two known Republicans in Carbon <br />County- - Bill Welch and his wife. He Is not sure of her. I wasn't <br />really positive that I should go down there, but finally I decided I <br />should and they assembled a group to hear me out. I was giving one <br />of my better presentations and there was a coal miner sitting on the <br />front row and every once in a while .he would nod and cluck and he <br />seemed to be agreeing with me. After the meeting was over, he came <br />up and said, "That was a darn good speech, Mr. Burton. I really <br />liked it." I said, "Well, was it good enough that you are going to vote. <br />.for me"? He said,"Oh, no. I am not going to vote for you. i, I said, <br />"Well, you liked my speech. You plucky fellow. What I had to Say. <br />Why aren't you going to vote for me"? And without even blinking an eye, <br />he said, "Because I am a Democrat." So I thought, now, I will use some <br />of my great analytical skill and pin this guy to the wall. I said, "Let's <br />analyze that for a while. Why are you a Democrat?" He said, "Because <br />my father was a Democrat and my grandfather was a democrat." I said, <br />"Suppose your grandfather was a horse thief and your father a horse <br />thief, would you need to be a horse thief"? He said, "No. Then I <br />would be a Republican.
