<br />002757 <br /> <br />-10- <br /> <br />Now, I have been out in the Pacific Northwest many times. Mrs. Smith <br />and I are both tent campers and I will tell you it is a lot <!Iifferent to go <br />into various areas of the West with which you are famili<ir and where <br />you have been, where you have been looking for beautiful scenery and <br />where you have driven a car and seen the lush acres situated in the mid- <br />dle of a desert area on each side, you realize what water has meant to <br />those areas, but still looking at it as a person who is a tourist. To <br />have had the opportunity to come here and take an overlook, even though <br />it was a real fast one-probably more than I have ever had to offer in one <br />, trip-to see this great tremendous area blessed with the resources with <br />they have, to see them with the eye of having some responsibilities in <br />that field, it would make any human, I should think, feel very humble. <br />That is the feeling I had when I got o,ut on Lake Powell, looked out across <br />that dam. It almost gave me a feeling of reverence because to me that was <br />a blend.of the works of God and the works of men in the very highest sense, <br />of controlling the water in the great Colorado River and putting it to use by <br />man and at the same time creating so many peripheral benefits. <br /> <br />As we flew over Lake Powell yesterday coming north from Page to Salt <br />Lake City, it didn't look like we were moving. You know the distances <br />are so vast in that area that it is almost impossible to figure it out. But, <br />we counted, as we came up Lake Powell, 160 pleasure boats. You know <br />you could hardly see the boats but you could see the lake, all using that <br />one great jewel of the Colorado, as Lula Powell has been so aptly named. <br /> <br />Over the years, the Federal government, with the cooperation of the <br />states and with local cooperation, governmental entities, and with a con- <br />siderable amount of private money, have used water and related land and <br />resources to stimulate and develop and stabilize the economy of nearly <br />every region of these United States. <br /> <br />r:E~~~3~~~; <br />'", -. .~- . <br /> <br /> <br />Well, so much for these little personal digression I better get into the <br />meat of what I have to say here. I am sorry I can't stay with you the rest <br />of this meeting but if I don It get back to Washington by noon tomorrow, I <br />am going to be in the grinder. There is an incredible amount ,of paper <br />workbuilt up on my desk besides a few other problems. <br /> <br />On the 17th of June, the Bureau of Reclamation celebrated its 67th birth- <br />day. Back in 1902, through the leadership of T eddy Roosevelt, the Bureau <br />was established primarily to bring irrigated agriculture to the arid west. <br />Among other objectives, of course, was the creation of homes, family, <br />farms and the distribution of other ben'efits from water and related land <br />resource development. <br /> <br />....-.-....-. <br />~. -. . . <br /> <br />~(~~:~; ~::>~., <br /> <br />-,".".~. .->--~: . <br /> <br />f~J:[~~~ <br />...SIlllrAII~1Il~1i~~i~tI] <br />
