002755

f0:&*:?

-8-

water in the future is not going to be for agriculture. As I mentioned a
few minutes ago, it is going to be for industry, for culinary water, and
to give the economy of this area a chance to expand. Ana expand it must,
because many of you gentlemen are from congested are,!,s and it is not
.merely because we invite people to come into the West that the West is
building so rapidly in terms of percentage growth, but it is because we
have the room here. The room which we have here, the room to expand,
the room for people to live, the room for industry to establish itself,
this room is a national resource, not just a local resource.

It is a national resource upon which this nation must capitalize; but unless
we have the water to sustain this growth, then this living room this work-
ing room, becomes almost valueless. So, we have got to put a value on
this at present unestimated value. I can think of nothing that boasts better
for the development of water resources of this nation than a meeting such
as this with men of your capabilities setting about to re-evaluate just what
water resources are worth to us, just what we need to do in order to pre-
serve our ecology, as well as what we need to do in the water-rich states
to eliminate the pollution which makes much of the water there unusable.

So, again, I welcome your visit here to Salt Lake. . I am going to have to
leave before the Secretary's speech begins because I've got a little pro-
blem that came up this morning on the hill.

We, in the State of Utah, of course, have known you for many years. We
feel good about your selection for the position because we. know that you
do understand our. problems here. You have been into the west enough,
and we know that you have the capabilities of, and the background in, this
field, to make a great Assistant Secretary, and you can be sure of our
support particularly in attempting to sell some of the new people in
decision-making positions in Interior, Agriculture an.dBudget, who have
not been previously exposed to the particular problems we have he.r.e.
