Y REPORT <br />TO THE <br />COLORADO RIVER BOARD OF CALIFORNIA <br /> <br />May 5, 1998 <br /> <br />ADMINISTRATION <br /> <br />Fiscal Year 1998-99 Budl!et <br /> <br />Last month I reported that I had appeared before the Senate Budget and Fiscal Review <br />Subcommittee #2 on Resources, Environmental Protection, Judiciary & Transportation on Thursday, <br />March 12th concerning the Colorado River Board's proposed budget and at the hearing the <br />Subcommittee approved the Board's budget as proposed. Since then both the State Assembly and <br />Senate have completed their hearings and have approved the Board's budget for FY 1998-99. <br /> <br />I have included in the Board folder, a copy of the Board's budget for Fiscal Year 1998-99, <br />in the amount of $1,076,000. The state's General Fund will allocate $209,000, the California <br />Environmental License Plate Fund will provide $16,000, and the remaining $851,000 by the Six <br />Agency Committee. Approval of the Fiscal Year 1998-99 budget and necessary agreements between <br />the Board and the Six Agency Committee will be considered at the June Board meeting. <br /> <br />PROTECTION OF EXISTING RIGHTS <br /> <br />Colorado River Water Reoort <br /> <br />During March 1998, storage in the major Upper Basin reservoirs decreased by 377,000 <br />acre-feet and storage in the Lower Basin reservoirs decreased by 2,000 acre-feet. Total System <br />active storage at the end of March was 52.978 rnillion acre-feet (mat) or 89 percent of capacity, <br />which is 3.942 mafmore than one year ago. <br /> <br />April releases from Hoover, Davis, and Parker Dams averaged 18,810, 17,230 and <br />13,930 cubic feet per second (cfs), respectively. Planned releases from those three darns for the <br />month of May are 17,680, 17,760 and 14,360 cfs, respectively. The May releases represent those <br />needed to meet downstream water requirements. <br /> <br />The May 1 U preliminary forecast for April through July 1998 unregulated inflow into Lake <br />Powell is 7.4 maf, which is 96 percent of the 30-year average for the period 1961-1990. The <br />unregulated inflow into Lake Powell for the 1997-98 water year is predicted to be 12.600 maf, or 107 <br />percent of the 30-year average. <br /> <br />The Lower Division states' estimated consumptive use of Color ado River water for calendar <br />year 1998, as estimated by Board staff, totals 8.158 maf and is projected as follows: Arizona, <br />2.871 maf; California, 5.028 maf; and, Nevada, 0.259 maf. Estimated additional unmeasured return <br />flow credits of 0.250 mafwould reduce the total amount to 7.908 maf. For calendar year 1998, the <br />
