The Governors believe that many of the recommendations contained in the report of the <br />Interagency Floodplain Management Review Committeenifimplementednwould improve floodplain e <br />management and flood mitigation and response While the Western Governors' Association supports <br />"sharing the responsibility" as outlined in the report, not all oIthe recommendations are appropriate in <br />the West and implementation should consider regional differences and needs. <br /> <br />C. GOVERNORS' MANAGEMENT DIRECTIVE <br /> <br />I, The Governors direct WGA staff to establish a task force of the states to work with the <br />appropriate federal agencies to: <br /> <br />a, develop a vision of how to reduce flood damages in the West; <br /> <br />b. review the IlIIeragency Floodplain !l1unagement Review Commillee Report and advise the <br />Governors on recommendations that have been adopted as well as those that should be adopted, <br />taking into consideration their appropriateness for the West; <br /> <br />c. provide recommendations to the Governors on flood control and floodplain management activities <br />that are unique to Western states; and <br /> <br />d. review and comment on the policy guidance provided by the Office of Management and Budget <br />and the Council of Environmental Quality, dated February 18,1997, addressing "Floodplain <br />Management and Procedures For Evaluation and Review of Levee and Associated Restoration <br />Projects" as well as the policy guidance from the Federal Emergency Management Agency, dated <br />September II, 1996, describing the "Policy for Rehabilitation Assistance for Levees and Other Flood e <br />Control Works;" and <br /> <br />e, provide strategies for local governments for regulating activities in flood plain areas. <br /> <br />The WGA staff shall complete the task force report with appropriate supporting resolutions for <br />consideration at the 1997 Western Governors' Association Winter Meeting. <br /> <br />2. A copy of this resolution is to be sent to the President of the United States, to the Director of the <br />Office of Management and Budget, to the Chair of the Council on Environmental Quality, and the <br />respective congressional delegations of all member states of the Western Governors' Association. <br /> <br />e <br /> <br />7/7/97 <br /> <br />12:21:41 PM <br />
