Stone <br />730 Thirteenth Street <br />Boulder, Colorado <br /> <br />Dear Mrs. Stone: <br /> <br />At the last meeting of the representatives of the United States, <br />Wyoming, Nebraska, and Colorado, ~hich was held on the 23rd day of October <br />to consider water probl'Ol!ll3 on the North Platte River, these representatives <br />asked me to transmit to :;,ou the attached resolution. <br /> <br />As you will ~c~ognize, this meeting was in session the day after <br />Judge Stone passed awa:;'. It was a great shock to all of us. I sensed a <br />feeling of great loss o~; the part of each individual attending the session. <br /> <br />The negotiation of interstate agreements, as you well know, in- <br />volves the resolution of a number of very serious problems Which must be <br />considered objectively and with a clear understanding of the interests and <br />rights of all the parties concerned. Syonpathetic understanding of the prob- <br />lems of all and an extraordinary quality of persistent patience possessed by <br />Judge Stone has led to the resolution of many difficult and complicated <br />interstate water' problems. <br /> <br />I am sure that all v.ho ever participated in such sessions with the <br />Judge had the. greatest admiration for his judgment, consideration, and in- <br />tegrity. Stone as Director <br />of the Colorado Water Conservation Board has for many years <br />taken a leading part in litigation and negotiations pertaining <br />to the North platte River, and <br /> <br />VIHEREAS, his energy, 'integrity, and inspiration have been <br />of tremendous e~fect and have gained for him the respect and <br />admiration ~f t: ose ~~th whom he has worked on North Platte <br />River prOblems, and <br /> <br />WHEREAS. his untimely death is the cause of great sorrow <br />to all. <br /> <br />NOVI, THEREFORE, BE IT RESOLVED by the representatives of <br />the United .States, Wyoming, Nebraska, and Colorado, in meeting <br />assembled in Denver, Colorado, this 23rd day of October, 1952, <br />to discuss North Platte River problems, that they express to <br />the family of Judge Stone their deep sympothy and sincere <br />condolence. <br />
