Subject: Estimate of 1993 Colorado River Water Use (Water Accounting)

Enclosed are the forecasts of 1993 water use for all users in the lower basin.
The forecast currently indicates that total mainstream Colorado River water use
by Lower Division States is below the 7.5 million acre-foot limit established in
the Annual Operating Plan for 1993.

Projected 1993 water use is based on actual use during January through February
1993, users' historical use patterns, and scheduled use provided by users. The
projected use for each user is being provided so that water users can monitor
their use of water and avoid any overuse during the year. Because seasonal
agricultural requirements can vary significantly from year to year, it is
emphasized that all users should promote water conservation and plan to keep
water use within their annual entitlement.

We expect the actual use data contained in the projections will provide the basis
for the "Compilation of Records in Accordance with Article V of the Supreme Court
of the United States in Arizona v. California" (Article V records) for calendar
year 1993. As a result, we are asking that each user review the actual use data
and notify us if any of the records appear to have errors. Your review of the
accuracy of the records during the year will help us complete the final Article V
records in a timely fashion. The final 1993 Article V records will be used to
determine, among other things, the extent to which any individual user of
Colorado River water may have exceeded their entitlement. In such cases, the
final records will serve as the basis for requiring reductions in water use in
future years in order to offset any such inadvertent overruns that may have
occurred.
