<br />'~170 <br />U ;.1 <br /> <br />Economic and Financial Analyses <br /> <br />. <br /> <br />Annual OM&R expense <br /> <br />The ultimate annual OM&R expenses associated with the unit total <br />$216,500 consisting of $26,300 for the dam and reservoir, $18,000 for <br />recreation and fish and wildlife enhancement for operating Jackson <br />Lake and appurtenant facilities, $37,000 for the wildlife management <br />area, $44,400 for OM&R on initial recreational lands and facilities, <br />and $90,800 annual OM&R on future recreation facilities. Hovever, <br />discounting the annual OM&R expenses of the future recreation <br />facilities results in annual expense of $42,500 for these facilities <br />and an adjusted total OM&R expense of $168,200 for economic analysis. <br />The discounting of capital and annual OM&R expenses of the future <br />recTf,pt.i,on facilities for the 100-year period of analysis at <br />3-1/8 percent interest is shown 'in preceding table 23. <br /> <br />The actual OM&R on these increments of recreation facilities vould <br />be the responsibility of a non-Federal agency presumed to be the <br />Colorado Game, Fish and Parks Department as the facilities are developed. <br />In addition, that agency vould be responsible under P. L. 89-72 for <br />the OM&R in the initial recreation development,' Jackson Lake operations <br />and a portion of the wildlife management area distributed to local <br />enhancement as subsequently assigned. <br /> <br />. <br /> <br />Interest during construction <br /> <br />Construction is scheduled to span a nine-year period. It will <br />be necessary to complete the railroad relocation before construction <br />of the dam can be undertaken. Storage of vater vould commence in the <br />beginning of the ninth year and costs incurred through the end of the <br />eighth year vould be transferred to plant-in-service at that time. <br />Acquisition of lands and construction of facilities for fish and <br />wildlife enhancement and the initial recreation development vould be <br />timed to enable those lands and facilities to be transferred to plant- <br />in-service at the ends of the eighth and ninth years. Future <br />recreation facilities could be constructed and placed in service in <br />one year, hence, there would be no interest during construction. <br /> <br />The computation of interest during construction for the Narrows <br />Uni t is shown in table 24. <br /> <br />. <br /> <br />87 <br />
