<br />0262 <br /> <br />INTRODUcnON: SCOPE AND PURPOSE <br /> <br />Scope <br /> <br />This study will focus inquiry on Bent, Otero, Prowers, and southern portions of Crowley and Kiowa <br />Counties of Southeastern Colorado, and the larger area affected both socially and economically by the <br />Ft. Lyon Canal Company. Phase 1 will deal with the question of the effects of possible transfers of <br />irrigation water out of the Ft. Lyon system, either on a temporary or a permanent basis. It will also <br />deal with alternatives to transfers and describe the. effects expected to occur from these alternatives. <br />It will establish baseline conditions with which to consider and evaluate alternatives over the mid- <br />range future. <br /> <br />Phase 11 will determine feasibility of certain alternative approaches which have been identified in Phase <br />1 to water transfers from the Ft. Lyon system. It will proceed to formulate preliminary designs of <br />facilities and programs, and propose steps for implementation. The following sections provide details <br />on the Project Team, the Project Plan, deliverable study products, preliminary budget and proposed <br />schedule. <br /> <br />Purpose <br /> <br />The purposes of the study are to: <br /> <br />. Clearly define and present the motivating factors and issues involved in the large-scale transfer <br />of water from the Ft. Lyon Canal, so as to inform the public and the State of Colorado of the <br />consequences of alternative outcomes. I <br /> <br />In the process of conducting the study, develop and present a methodology for similar inquiry~ tvO -< I <br />into the consequences of large-scale water transfer actions in Colorado in the future. \\t~~ <br /> <br />" <br /> <br />Colorado Company Status and Conflicts <br /> <br />All team members in this Plan of Study/Proposal for Services are considered Colorado firms for the <br />purposes of selection by state agencies in accordance with Section 24-30-1403 (2), CRS. <br /> <br />Team members have no current conflicts in the lower Arkansas River Valley. The city of Colorado cP ~\ <br />Springs, a client of GEC, has no objection to providing services to the State of Colorado for this study. <br /> <br />It should be mentioned that members of this team may be selected by Task Force n to conduct a <br />feasibility study of water management entities for the six-county region later this year. If this occurs, <br />we consider it an advantage to the CWCB and the public. The focus of the Ft. Lyon Study and the <br />Task Force Il studies are complementary, as indicated on page 13 of the RFP; the projects can <br />therefore be carried out with parallel lines of inquiry. We can envision no problem with duplication <br />or work load conflicts at this stage.
