Environmental <br />Assessment for the Connection of the South Outlet Works and Pipeline, Conveyance Agreement, <br />and ''If and When" Storage at Pueblo Dam and Reservoir - Fryingpan-Arkansas Project, <br />Colorado. Based on the information contained within the Draft Environmental Assessment the <br />City of Pueblo is nol in opposition to the project, but would request the following information be <br />included within the Environmental Analysis: <br /> <br />I. <br /> <br />Affected Environment and Environmental Conseauences - Pal!:e 14 FISHERIES. The <br />EA does not identify that the U.S. Army Corps of Engineers is concurrently completing <br />an Environmental Assessment and Ecological Restoration Report for the 9.5. mile stretch <br />of the Arkansas River below Pueblo Dam. The purpose of the Environmental Analysis is <br />to determine allematives and a preferred plan for implementing fishery improvements <br />within the Arkansas River. It is the intent afmis project to complete cbannel <br />improvements that improve the aquatic habitat in this stretch below Pueblo Dam, <br />especially during the winter water storage period wben the flows f.ill to +/. 100 CFS. <br />The Environmental Assessment and Ecological Restoration Report an:: one of the steps <br />leading up to the potcotiaJ funding of a 206 Aquatic Rcstoralioo Project lD Pueblo. <br /> <br />The Pueblo Board ofWatcr Works bas indicated they will wort..; with the City of Pueblo <br />and olher entities to develop a low flow (less than 50 CFS disdwged from the river <br />outlet at Pueblo Dam) operatiocal plan for the Arkansas River to try and limit the <br />minimum low flow to 50 CFS. In the spirit of coopcntion. whenever the flow lD the <br />river drops below 50 CFS at the Arkansas River Gage below Pueblo Dam, the Board <br />agrees to take a portion oras raw water flow up to a maximum of II MGO (l7CFS) <br />through either the Board's Northside or Sootbside intake rather thau the Dl1JIlicipaI outlet <br />and raw water pipeline from Pueblo Dam. As a mitigation measure, it <br />becomes a part of the ENFONSI and is incorporated into any contract that arises from <br />this evaluation. <br />
