Any contracts for neW uses of the South Outlet Works would need to
assure tha\. t:llpadt:j {1)1 fue A:rka:nsas Vaney Conduit ('30.9 cubic feet/second) and the Board of
Water Works of Pueblo (278 cubic feet/second) is not compromised.

The last ps.ragraph, and last sentence of page 4 states "Releases necessary to satisfy downstream
senior v.ra.ter rights maintain minimwn .fI.o\\'S in the river." The District would like the word
''minimum'' to be deleted from the sentence.

The Southeastern Colorado Water Conservancy District does not have any other specific
comments concerning the draft envilonmental assessment, and generally supports the draft
environmental assessment. Payments received under the terms of the proposed contracts and
other similar contrncts provide significant sources of revenue towards repayment of the District's
contract with the United States and we urge the Bureau of Reclamation to continue their
partnership with water users in the sound management of their water resources.

Sincerely, oFfICIAL FILE, COpy i
'~ 11 p.ECLi\MATION \
" lIt..q \6~ ·
1,.,..,,_
Steve Arve choug i____...............---:-::-:-.-..--:.~::.~
General Manager \ ....'n 2J!_~_{ 3("2.~.:

cc, Alan Hamel.
