Finding of No Significant Impact and Environmental Assessment (Assessment) for a
contract with the Board of Water Works of Pueblo (Board).

Attached for your information is a copy of the Finding of No Significant Impact (FONS!) for a contract
between the Bureau of Reclamation (Reclamation) and the Pueblo Board of Water Works to:

. Store up to 15,000 acre-feet per year of non-project water in Pueblo ReselVoir on an "if and
when" basis.
Connect a 84" pipe to the South Outlet Works of Pueblo Dam to convey water from Pueblo
ReselVoir to the Board's Comanche Pump Station and a 78" pipeline from the pump station to the
Whitlock Water Treatment Plant.
Place an 84" pipeline across Reclamation property along the alignment shown on Figure 2.

This FONSI is based on an environmental assessment, prepared by the Reclamation, which evaluated the
effects of the proposed project, mitigation measures that will be implemenied, and environmental
commitments made by the Board, The environmental commitments and mitigation outlined in the FONS!
will minimize the environmental effects of the project to the point that Reclamation believes there will be
no significant impact on the human environment. The FONSI is being distributed to each agency, group,
or individual that received a copy of the draft Assessment. For those who submitted comments on the
draft assessment, a copy of the final assessment is also included with this letter, Copies of the final
assessment are also being distributed to libraries in Pueblo,
