Some <br />costs also will be bome by power revenues that othe se would have <br />funded the irrigation facilities. Unless we use them, these gicna! funds will <br />go to the general treasury of the United States. Sending th power revenue <br />funds to the general treasury would deprive the region of th funds intended <br />by Congress to enable development of water resources in the West. Note <br />that the power revenues are not tax revenues, but "user fees. for power <br />generated by dams on the Colorado and her tributaries. <br /> <br />21. What are the envlronmentallmpacts of the revised p ect? <br /> <br />With the elimination of new irrigated lands, the most serio s environmental <br />concerns - MallY metals - should be eliminated. The N. . E.D. believes <br />that will be the case. otherwise, the project Is environme lIy benign or will <br />actually benefit the environment. The New Mexico Environ ent Department <br />said In a letter dated June 18, 1997, that its surface water quality concerns <br />"would likely be eliminated" If the revised project did nm i igate new lands, <br />which is a feature of the revised project. <br /> <br /> <br />22.
