But to approach this objective, a <br />spirit of cooperation and trust must be developed, and a basic review of <br />the legal principles controlling water, along with the delivery system and <br /> <br />governing entities, must be made. <br /> <br />The purpose of this report is to describe the water law condition and <br />problems in the Valley, primarilY by means of examining the current legal <br />cases before the water court in Alamosa and highlighting the more signifi- <br />cant issues. The following areas are discussed: <br /> <br />The Rio Grande. River and Colorado's commitments thereunder; <br /> <br />The Closed Basin Project; <br /> <br />Water Rights and Organizations in the Valley; <br />Problems and Conflicts in the Valley; <br /> <br />Developments in Colorado Water Law since 1973; and <br />An approach to resolving the water problems now and in the future. <br />
