The water conservancy districts contract with the federal <br />government for delivery of water from reclamation projects, acquire their <br />own rights, construct and operate water resource projects and have the <br />power to condemn property. In the San Luis Valley there are three such <br /> <br />water conservancy districts, the Conejos Water Conservancy District, the <br /> <br />San Luis Valley Water Conservancy District and the Trinchera Water Con- <br />servancy District. See Appendix F for addresses. <br />3. Irrigation Districts. <br /> <br />Various statutes authorize the creation of irrigation districts: <br /> <br />37-41-101, et. seg., CRS 1973; 37-42-101, et. seg., CRS 1973; 37-43-101, <br />et. seg., CRS 1973; and 37-44-101, et. seg., CRS 1973; The irrigation <br /> <br />district is a public corporation and exercises power such as eminent domain, <br /> <br />contracts with the federal government for water, and taxes lands within <br /> <br />the district for irrigation district purposes. The San Luis Valley Irri- <br />gation District is one of several districts operating within the Valley. <br />4. Drainage Districts (37-30-101, et. seg., CRS 1973.) <br />A drainage district plans, develops and constructs projects to drain <br />land not presently cultivatable or useful. The district has the power to <br />assess lands within the district for the repayment of .the cost of any con- <br /> <br />struction projects. Within the San Luis Valley there are a number of <br />drainage districts - Bowen Drainage District, San Luis Valley District <br />NO.1, The Waverly Drainage District No.1, and the Morgan Drainage District. <br />5. Water and Sanitation Districts (32-4-101, et. seg., CRS 1973.) <br />There are a number of water and sanitation districts located throughout <br /> <br />the San Luis Valley designed to promote public health, safety, prosperity, <br />security and general welfare. Among these districts are the East Alamosa <br /> <br />Water and Sanitation District, the Capulin Water and Sanitation District, <br />
