<br />~.;; <br />i.0 <br />':r' <br />...-.; <br />c:.' <br /> <br />19 <br /> <br />o <br /> <br />the passage of the Act of June 18, 1940, the Closed Basin Project was <br />studied, restudied and studied again.18 <br /> <br />Finally, with the backing of Senator A11ott, Senate Bill Number 520 <br /> <br />and House Resolution 5337 were introduced into Congress in 1972 and were <br />designed to authorize the construction, operation and maintenance of the <br />Closed Basin Project in the San Luis Valley. (S.B. 520 is reproduced as <br />Appendix E) But with the defeat of Senator A11ott, nothing more was done <br />until 1975 when $135,000 was appropriated for further studies of the <br />project. In 1976, the House appropriated $375,000 to prepare an impact <br />statement for the project. 19 <br /> <br />;) <br /> <br />The project as recently modified would consist of a battery of wells <br />along the east side of the Valley which would pump water into a channel, <br />extending from Mishak Lakes to the Rio Grande (See Figure 2). Some water <br /> <br />wou1 d dra i n into the San Lui s Lakes and the A 1 amosa Wi] d1 ife Refuge. Thi s <br /> <br />project would probably add 60,000 acre feet of water to the Rio Grande <br />River, which could be used for paying off the alleged indebtedness.
