<br />APPENDIX C <br />"CONCEPTUAL" REQUEST FOR PROPOSALS <br /> <br />l\:) <br />CJI <br />~ <br />CD <br /> <br />Note: This is a working draft of the "Request for Proposals" which will be <br />finalized: and released after the Report to Congress on the Bureau of <br />Reclamation Basinwide Program has laid before Congress for 30 days as <br />requirediby Public Law (P,L.) 104-20, <br /> <br />SECTION A <br />DESCRIPTION OF SERVICES <br /> <br />A.1 Purpose and Description of Services <br /> <br />The Burtlau of Reclamation (Reclamation) wishes to evaluate proposals for <br />reducingjsaHnity contributions to the Colorado River. Such proposals shall <br />consist o~ measures (and associated works, if any) to reduce salinity <br />contributions originating from saline springs, leaking wells, irrigation <br />sources, municipal and industrial sources, erosion of public and private <br />land, de-i;cing salts, or other sources and the mitigation of incidental fish <br />and wild~fe values that are lost as a result of the measures and associated <br />works and shall comply with all applicable laws and regulations, <br /> <br />As part of this process, Reclamation will be considering proposals to plan, <br />design, c<jnstruct and operate, or otherwise implement salinity projects to <br />control 180,000 tons of salt per year. Proposals will be evaluated and <br />selected through the competitive, negotiated process herein described. <br /> <br />A.2 Prd,blem and Need to be Addressed by Proposals <br /> <br />Total annual salt loading to the Colorado River is approximately 9 million <br />tons per ~ear. About one-half of the present salt load can be attributed to <br />natural sources, such as erosion oflands and saline springs, The remainder <br />of the sal~ load is human-induced, originating from irrigation practices and <br />municipall and industrial sources, Damages resulting from this salt loading <br />and the concentrating effects due to the consumptive use of water are <br />estimatedito be approximately $1 billion annually. These impacts accrue <br />mainly to ,municipal, industrial, and agricultural water users in the Lower <br />Colorado River Basin, <br /> <br />In June 1974, Congress enacted the Colorado River Basin Salinity Control <br />Act (Act), p.L, 93-320, which directed the Secretary to proceed with a pro- <br />gram to eI\.hance and protect the quality of water avail-able in the Colorado <br />River for use in the United States and the Republic of Mexico, In October <br />1984, Congress amended the original act by passing P,L, 98-569, Previously <br />authorizect portions of the program are nearing completion, and Reclamation <br />is approaching the indexed 1974 appropriation ceiling of $301 million, <br /> <br />i <br /> <br />~ ,.~ -Jo'~ <br /> <br />';';,._4; <br /> <br /> <br />~s, <br />-~ <br /> <br />! <br /> <br />i <br />'.1 <br />'1 <br />i <br /> <br />-~j <br /> <br />1 <br /> <br />k ;i;L~~,'" <br /> <br />
