Barnett, Executive Director <br /> <br />SUBJECT: USBR LEGISLATION <br /> <br />DATE: April 23, 1996 <br /> <br /> <br />Good news! You may recall that the Bureau of Reclamation had <br />determined that it would not allocate the $.5 million appropriated for this <br />fiscal year until the report required by the new law (PL 104-20) had b~n <br />submitted to Congress, Commissioner Beard had told the Congress thathe <br />felt the report could be prepared by January, I knew that Reclamation had <br />completed their work and that the report was lodged someplace at the <br />Assistant Secretary or Secretary level. Anxious to do what I could to move <br />the report out of the administration, I came to Washington with the intent to <br />find the report and look for ways to apply some pressure, I had drafted two <br />letters for a Senator and a Congressman to sign inquiring about the report. <br /> <br />Today I learned that Secretary Babbitt signed the report yesterday. <br />It should be mailed to the Congress today. and it must lie before Congress <br />for 30 days prior to the expenditure of funds, This should mean that unless <br />Congress takes some exception to the report, contracts could technically be <br />signed by as early as late May, <br /> <br />Dave Trueman has provided me with a limited number of reports. I <br />am providing to each Forum and Work Group member a copy of the report <br />along with this memorandum, Additional copies of the report are to be <br />printed in the near future.
