<br />Implementation Plan <br /> <br />Proposals would be requested, ranked, and scheduled for implementation, <br />Projects that Reclamation studied will be included in the ranking, but <br />private alternatives based on these projects may also be submitted under <br />t'\) the RFP process, <br />.. <br />c;m, A preliminary schedule for the first RFP is shown on the following page in <br />~ figure 1. Projects will be scheduled for implementation several years in <br />advance so that project sponsors and cooperating agencies may adequately <br />coordinate and fund their portion of the project, Some projects may require <br />Reclamation, USDA, one or more states, and local water districts to closely <br />coordinate their activities, <br /> <br />The RFP's will include and require proposals to address the ranking <br />criteria, Proposals will be ranked by a composite score in at least two main <br />categories: <br /> <br />· Cost effectiveness - cost per ton of salt removal <br /> <br />· Performance risk factors - both cost and effectiveness in removing tons <br /> <br />Cost effectiveness will be computed on a cost-per-ton basis and includes all <br />potential costs paid by the basinwide program, Cost sharing by other <br />entities for mutual benefit is encouraged where it reduces the cost paid by <br />the basinwide program, Cost sharing directly improves a proposal's ranking <br />by lowering its cost and improving the project's cost effectiveness, Risk <br />factors will evaluate monetary risks and uncertainties of the project's salt <br />load reduction potential. In addition to these criteria, all proposals will <br />have to fit within the budget constraints imposed by Congress and <br />Reclamation, <br /> <br />The proposals will be ranked by a ranking committee, Committee members <br />will be selected to avoid any conflict of interest that would bias their <br />choices, The ranking committee members will individually and collectively <br />evaluate and rank the technical proposals. The ranking committee will be <br />made up of representatives from Reclamation and the Colorado River Basin <br />States (Basin States) (Wyoming, Utah, Colorado, California, Nevada, <br />New Mexico, and Arizona), <br /> <br />Cost Effectiveness <br /> <br />Cost effectiveness (the cost to control each ton of salt) is the salinity control <br />program's primary criteria for ranking its implementation priorities, In <br />implementing its new basinwide program, Reclamation will adjust the <br />ranking (not cost effectiveness) to consider a variety of risk factors, These <br />will include the uncertainty in the project's actual performance. <br /> <br />10 <br />
