<br />Legislative History <br /> <br />Program. The goals of this outreach program were to thoroughly reexamine <br />and reassess the program and its authorities, to gather a broad range of <br />new idelj,s to combine with lessons gained from past experiences, to <br />formulatle new guidelines and methodology, and to draft new salinity control <br />N legislation that would allow the salinity control program to effectively <br />~ continue into the next century. <br />00 <br />~ ReclamatioJ:). considered three alternatives for the future of the Colorado <br />River Salinity Control Program (specific to Title II): <br /> <br />. Request additional appropriation ceiling to continue the program <br /> <br />· Request new authorities to improve cost effectiveness <br /> <br />· Di$continue the program after expenditures allowed under the <br />1974 ceiling limitations have been made <br /> <br />Based oJ:). the comments received, the public, the Colorado River Basin <br />Salinity Control Forum, and the Colorado River Basin Salinity Control <br />Advisory Council supported reauthorizing the program to improve cost <br />effectiveness by providing basinwide, programmatic construction authority, <br /> <br />The 1995 amendments (P.L, 104-20) to the Act of 1974 authorize: <br /> <br />· A l?asinwide salinity control program that the Secretary, acting <br />thrl>ugh Reclamation, shall implement. The Secretary may carry out <br />the purposes of this paragraph directly or may make grants, enter into <br />cOI\tracts, memoranda of agreement, commitments for grants, coopera- <br />tiv~ agreements, or advances of funds to non-Federal entities under <br />such t~rms and conditions as the Secretary may require. Such a pro- <br />gr$n shall consist of cost-effective measures and associated works to <br />reduce salinity from saline springs, leaking wells, irrigation sources, <br />industrial sources, erosion of public and private land, or other sources <br />thlj.t the Secretary considers appropriate, This program shall provide <br />for ;mitigation of incidental fish and wildlife values that are lost as a <br />reS\llt of the measures, <br /> <br />.
