"

the panel members was employed by the Bureau to make an
independent review around the 16th of November, 1977 and
finalized their report January 16, 1978. - Since it was
hurried, the report did more to outline problems than to
solve them. The project feasibili,ty which was reported
when the project was authorized may no longer exist when
the cost of the newly defined hazards in the foundation
have been exhausted, especially when inflation is considered.

From the above, and the extensive material .already
available in the Committee's files, it should be apparent
that current funding of any part of' a start on the Narrows
project, including any funding for land acquisition should
not be authorized. If the project is truly compatible with
present national standards of fiscal responsibility, it
should be able to withstand the scrutiny of a new author-
ization. If the project were deauthorized, the present
Water and Power Resources Service might be hard put to find
justification, under current conditions, for making a re-
investigation of this particular project. The current study
now being made by the State of Colorado with federal funds,
if adequately performed, might go a long way toward indicaffng
what directions WPRS should take with respect to the South
Platte River in Colorado if, indeed, this over-appropriated
river needs any further federal help whatsoever.

Respectfully submitted this
1981.

day of

,

REGIONAL LANDOWNERS GROUP, INC.

By
Don Christensen, President
24951-RD9.5
Weldona, Colorado 80653

-19-
