<br />~... <br /> <br />"'':'J <br />","J <br /><""'l <br /> <br />The basin-wide monitoring effort of USDA will consist of one of three levels as <br /> <br />(~:" <br /> <br />described below: <br /> <br />Level 1. <br /> <br />Recognition that USGS, USBR, and others are collecting water quality <br /> <br />data and making analyses for the system as a whole, and for specific, selected <br /> <br />sites. USDA receives copies of published and unpublished reports through normal <br /> <br />channels and notes any changes in water quality attributed to onfarm programs. <br /> <br />Basis for estimated cost - minimum amount of time to read and analyze reports, <br /> <br />$2,500 each unit - $5,000 total per year. <br /> <br />Level 2. In addition to recognition of the activities of other agencies, USDA <br /> <br />is an active participant in interagency coordinating committees and other groups <br /> <br />where water quality sampling strategies are discussed and data analyzed. SCS <br /> <br />initiates contacts with U.S. Geological Survey, U.S. Bureau of Reclamation, and <br /> <br />others to indicate areas where additional water quality data could be of value. <br /> <br />Some funds are transferred to other agencies to maintain existing monitoring <br /> <br />networks, and for special data analysis of particular interest to USDA. <br /> <br />$10,000 each unit - $20,000 total per year. <br /> <br />Level 3. Recognizes work of others, participates and works with other agencies <br /> <br />as described in Level 2. In addition, actively supports continuation of <br /> <br />monitoring at points of interest to USDA. Looks for opportunities to isolate <br /> <br />and monitor selected tracts or areas where impact of USDA programs can be seen. <br /> <br />An example would be the Hancock Cove area of the Uinta Basin Unit. Funds are <br /> <br />transferred to other agencies to collect and analyze data for selected areas. <br /> <br />$20,000 each unit - $40,000 total per year. <br /> <br />48 <br />
