Severnl sugg0stions have <br />been pyoposed, but each needs to be investigated before it can be incorporated <br />in a project pl"n and reco~ended for authorization. The basic investigations <br />\vould be to i~provc project f~cilitiesJ ~educe the high operation, maintenance, <br />~d ~plac~nent costs, extend the irrigation service area and plan for multi- <br />pu~posc use of project faciliLi~s to include recreation, fish and ~ildlif~J <br />stre~m pollution and flood control, power ~eneration, and municipjl and indus- <br />trial water uses, and reallocate project costs and the repayment obligation <br />according to use. <br /> <br />E~{tension of irrigatio:l service 3l"ea 't'lOuld include studies to recl.:.1ssify lands <br />the association considers irrigablc now. These lands and present project lands <br />could be provided a full irrigation supply by c~nal and lateral lining, alter- <br />ing som.o distribution syst~~s, and by building small reservoirs in the project <br />.:.1~ca) OT by ?~c~iding storage in ~hc D~llas Creek Project. The li~ing ~nd <br />improv.od irrigation methods would also reduce the salinity and stre~" pollution. <br /> <br />Potential small reservoirs in the project area would provide additional recre- <br />a~ion, fishing, and wildlife opportunities. Flood control benefits could also <br />be obtained by these small reservoirs. <br /> <br />Hydroelectric pcwer generation could be provided at the potential Deminguez <br />Reservoir. This reservoir, located on the Gunnison River immediately below <br />~he p.ojcct area, could prOvide additional water for the project ~hrough <br />cxch~~3e ~nd could also provide mu~icipal and industrial water fer the Grand <br />Junction area, and recrcation opportunities for Western Colorado. Wo.ter <br />quality control and streamflow regulation would also bencfit from the reservoir. <br /> <br />In su"""a.y, the proposed fe,,"sibi1ity studies will evaluate in dcpl:h such <br />aspects of the projcct as (1) need cd Gt~uc~ure improvement and rcplacc~cnts <br />,~nd additions to existing structures such as lining the w,,"ter conveyance <br />st~uctures, etc., (2) Leeds for:addition81 project wa~er supplies 3nd I3cil- <br />il:ies to provide for the timely, distribution of the existing and new supply, <br />(3) additional project faciliti.os such as Domingucz Reservoir and Powc.plant <br />needcd to maximize multiple purposcs in p.oject development, improve down- <br />s~~ w~tcr usable qucntities ~nd qu~lity) and provide economic ~nd rep~yment <br />3ssista~ce to the project, and,(4) pos~ible reallocation of projcct COSts to <br />~~lti-p~oject purposes) reevalua~e project repayment c3pabilitics, and dcte~m- <br />ir.e financial assistance needed from Sources such as Colorado River Storage <br />Project power rcvenues.
