<br />Annual benefits from all functions total $3,675,200 as follows:
<br />irrigation, $1,631,500; flood control, $961,000; recreation, $790,000;
<br />fish and Wildlife, $292,700. Based on a 100-year period of analysis
<br />at 3-1/8 porcent interest, annual benefits will exceed annual costs
<br />in the following ratios: total benefits, 1.62 to 1.00; direct
<br />benefits only, 1.52 to 1.00.
<br />
<br />The existing Lower South Platte Water Conservancy District
<br />would be the contracting entity for payment of annual Federal OM&R
<br />expenses and repayment of most of the capital costs allocated to
<br />irrigation. The district will have two sources of revenue: (a) from
<br />an ad valorem tax, and (b) from water charges. In addition, the unit
<br />will be credited with an estimated $10,000 annually from service
<br />charges received from the Fort Morgan Canal and Jackson Lake interests.
<br />Total net revenues will enable amortization of the irrigation alloca-
<br />tion of $26,104,500 within 50 years without interest.
