I speak of the proposed increase in <br />the 'dis count rate' used to judge the worth of some selected <br />federal projects principally involving water and related land use. " <br /> <br />*::,~*** <br /> <br />" ., We should establish a goal to distribute opportunity <br />across the United States and hence voluntarily distribute our <br />population in order to avoid the heavy costs of congestion and <br />a diminishing quality of life. " <br /> <br />~):**** <br /> <br />"We must establish a goal of preservation of ecological <br />balance and the maintenance of a favorable environment for the <br />benefit of people today and those in future generations. " <br /> <br />;:**** <br /> <br />"Because water is so essential in everything we do and in <br />any progress toward our national goals, it should be obvious that <br />there will be fierce competition for this limited resource called <br />water. <br /> <br />"So serious is the limitation of potable water that we must <br />strive for a wise and reasoned accommodation between our need <br />to develop to provide jobs and investment opportunities on the <br />one hand, and the need to conserve, preserve, and enhance our <br />environment on the other hand.
