<br />OOu318 <br /> <br />6 <br /> <br />The response from Members of the Congress fell into three <br />areas: <br /> <br />Sixty-two Members referred constituents' letters to the <br />Water Resources Council and expressed no opinion on the discount <br />rate or the Principles and Standards in general. (Later, 7 of the <br />62 made their own views known in separate correspondence and <br />are included in the numbers below). <br /> <br />Seventy-two Members voiced opposition to any impediments <br />to water resource development, many judging the high discount <br />rate unacceptable and requesting consideration of a lower rate. <br />Nine of these suggested a return to the Task Force proposal of <br />1970. <br /> <br />Two Senators and one Representative supported the higher <br />discount rate. <br /> <br />I. <br />
