<br />the first orders of business of the District was to commence
<br />
<br />a trans fer suit to accomplish this result. The District and
<br />
<br />
<br />the Model Land & Irrigation Co. commenced this proceeding early
<br />
<br />
<br />in 1962 but recognized that the matter could not be taken to
<br />
<br />
<br />decree until the finite operating criteria for tre project had
<br />
<br />
<br />been fully agreed upon by the local irrigation interests, the
<br />
<br />
<br />conservancy district, the Bureau of Reclamation, this Colorado
<br />
<br />
<br />Water' Conservation Board as well as all of the affected water
<br />
<br />users in the Arkansas Valley dr6inage. Having filed the pro-
<br />
<br />
<br />ceedings, ample ~ime was given for all of those who felt that
<br />
<br />
<br />they were affected to appear in the proceedings, the matter was
<br />
<br />
<br />continued from time to time until in April of 1965 when by-agree-
<br />
<br />
<br />ment a consent decree authorizing the move of the ~ater right to the
<br />
<br />
<br />Trinidad Reservoir site when the project commences operation.

<br />
<br />OPERATING PRINCIPLES
<br />
<br />In the interval between filing of the Model transfer suit
<br />
<br />
<br />and the issuance of the decree, the district, the local irrigators
<br />
<br />and the Bureau of Reclamation and affected water users in the
<br />
<br />Arkansas Valley drainage worked diligently toward the develop-
<br />
<br />
<br />ment of acceptable operating criteria which would at once assure
<br />
<br />
<br />protection to the Arkansas -River system and John Martin Reservoir
<br />
<br />
<br />while at thc same time providing a feasible water regulation
<br />
<br />
<br />program for the irrigation of the project lands in the Tri~idad
<br />
<br />
<br />area. The basic concepts which were developed comprehended an
<br />
<br />
<br />elaborate exchange procedure among the existing water rights on
<br />
<br />
<br />the Purgatoire River. This prDcedure~is required becnuse the
<br />
<br />
<br />project generates no new ~ater for the area but simply re-regulates
<br />
<br />
<br />the exBting erradic supply to provide stable deliveries throughout
<br />
<br />
<br />the irrigation season. To accomplish these goals it \vas necessary
