We are hopeful that the upward trend will continue <br /> <br />and will permit us to make inroads in the construction backlog. <br /> <br />The program for 1972 -fiscal year also includes five new small loan <br /> <br />projects including three with prior year funding. They are the Lakeside <br /> <br />Irrigation Water District and the Pioneer Water Company, California; the <br /> <br />Water Supply and Storage Company, Colorado; the Haight's Creek Irrigation <br /> <br />Company, Utah; and the Santa Maria Water Control and Improvement District, <br /> <br />Cameron County, Texas. <br /> <br />New Appropriation Authorizations <br /> <br />Your committee has directed that we seek a new appropriation authori- <br /> <br />zation for the Pick-Sloan Missouri Basin program in order that biennial <br /> <br />requests for a higher ceiling may be avoided. The ceiling of $32 million <br /> <br />for fiscal year 1971 and 1972 expires on June 30, 1972. We will be working <br /> <br />with your staff in developing necessary data to carry out your wishes, to <br /> <br />secure a final authorization in the second session of the Ninety-Second <br /> <br />Congress. <br /> <br />We are also approaching the authorization ceiling of $760 million for <br /> <br />the Upper Colorado River Storage Project. Unlike many recent authorizations, <br /> <br />this ceiling is not subject to price indexing and escalation although it was <br /> <br />recognized at the time the project was authorized in 1956 that the authorized <br /> <br />expenditure would not cover total costs even in terms of constant dollar <br /> <br />values at that time. Since then, the price index has risen 47 percent. <br /> <br />While the bulk of the cost on the storage unit has been expended, we have <br /> <br />a long way to go on the participating projects. We will keep you advised <br /> <br />of the timing necessary for new legislation. <br /> <br />3 <br />
