Armstrong before <br /> <br />House Interior and Insular Affairs Mar~h 23-24, 1971. <br /> <br />I am delighted to join with Assistant Secretary Smith here this <br /> <br />morning in a get acquainted and orientation session. I welcome the <br /> <br />new members of the committee and will be glad to meet personally <br /> <br />with any member who desires further details about matters in his <br /> <br />district or about the total program. <br /> <br />My presentation will be relatively brief and I am prepared to <br /> <br />enlarge upon any topic as the Chairman or members of the committee <br /> <br />may desire. <br /> <br />The story of Reclamation continues to be a story of land, water <br /> <br />and people. The land is there--in lessening quantities but still <br /> <br />offering some opportunity for elbow room, for growth if managed <br /> <br />properly. The water is there also, but in limited quantities and <br /> <br />rarely at the right place at the right time under Nature's cycle <br /> <br />of events. <br /> <br />The people are there too and are coming in ever increasing <br /> <br />numbers. The West generally continues to have the greatest popu- <br /> <br />lation growth of any area of the nation. Significantly, growth <br /> <br />, ,. <br />, <br /> <br />~ <br /> <br />in the West is by no means even. Not only are the areas of <br /> <br />'~ <br />~' <br />n" <br /> <br />greatest population expansion in the nation in the West but <br /> <br />also those of least growth and even of loss over the last 10 <br /> <br />years. <br />
