The recommended plan
for phase I would remove about 25,500 tons per year at a cumulative
cost effectiveness of $8B per ton based on January 19B5 prices, and an
interest rate of B-5/B percent.

If the construction costs were indexed to January 1989 prices with an
interest rate of B-7/8 percent, the annual cost would be $2,419,900
which would result in a cost effectiveness of $95 per ton for the
phase I recommended plan. Adding the lining of 3.2 miles of My ton
Townsite Canal to the recommended plan would result in a total annual
cost of $2,612,550 and a total salt reduction of 27,650 tons. The
cost effectiveness would then be $94 per ton.

As stated in the Hydrosalinity Appendix for Uinta Basin Unit, phase I,
the actual amount of winter use of the canals for livestock water will
be further quantified during preconstruction activities. Eliminating
winter use of the canals by providing alternative sources of water
might be another cost effective method of reducing salt loading if the
winter use is more extensive than originally determined.

l"": f f r t:; t: "1
"-- '" vl.j t

6
