<br />General Manager Thomson then pre6ented material he had extracted from State
<br />Statutes, Operating Principle6, a.nd our Repa.yment Contract, in answer to a
<br />number of legal and technical questions which had been posed in his meetings
<br />throughout the Valley. He felt this material could well be assembled in a very in-
<br />expensive Brochure, and made available to media, Chambers of Commerce, Ditch
<br />Companies, County Agents, and others who need to know more about the legal
<br />ramifications of the District, and of the Project. All present agreed this material
<br />will be very helpful, and asked the Manager to prepare additional material to be
<br />discussed at the next Board meeting.

<br />President Nichols then, on behalf of the Board of Directors, thanked Mr. Milton
<br />Booth, Publisher, Arkansas Valley Journal, for his willingness to provide a series
<br />of detailed articles on the Southeastern Colorado Water Conservancy District, and
<br />the work of it's Board.
<br />

<br />Mr. Frank B~ll of the Colorado Water Conservation Board, stated that Mr. Andy
<br />Riter had declined the Chairmanship of the Arkansas River Compact Conunission,
<br />and that Mr. James Knights had been endorsed in his place. He advised, however,
<br />that Mr. Wilbur Heckler of the USGS in Albuqu~rque had been appointed by Presi-
<br />dent Lyndon B. Johnson. He also stated that his office and the District office had
<br />received copies of a preliminary flood plan and phyreatophyte control program
<br />from the Corps of Army Engineers. and that undoubtedly the Board will want to
<br />discuss this in greater detail when more refined maps and material are made avail-
<br />able. He reported that the staff of the Colorado Water Conservation Board is
<br />working on the material furnished by Mr. Vranesh, and will have a comprehensive
<br />report for this Board at a later date.
<br />
<br />Mr. James Ogilvie reported that the fiscal appropriations {or 1967 are adequate to
<br />proceed with the Pueblo Reservoir.
<br />
<br />President NicholB then gave a brief report on current activities involving Mr.
<br />James S. Dorlge of Aspen. who is requesting that all activities involving the Fry-
<br />ingpan be brought to a halt until a controversy involving Hunter Creek, near Aspen,
<br />is resolved. Mr. Ogilvie will have a full report on thiB matteT following a trip to
<br />Washington, D. C~ next week.
