'''tR IVATlQ~ aOA~1I Regular MeE:ting of the Board of Directors February 9. 1967 A regular meeting of the Board of Directors of the Southeastern Colorado Water Conservancy District was held at the Office of the District. 905 Hiway 50 West, Pueblo, Colorado, on Thursday. February 9. 1967. The following Directors were present: J. Sid Nichols James Shoun William Bauserman Thoma8 McCurdy Selby Young Frank Milenski James Wagner Dave Ciruli George Everett Frank Dilley Harold ehriety Kenneth Shaw Directors absent and excused: Herbert Schroeder, Charles Irwin and Roy Cooper. Othe'l' Officials and guests present: Attorney for the District. Charles J. Beise; Advisory Members. Ed Evans and Damian Ducy; General Manager. Charles L. Thomson; Project Manager, James Ogilvie; Frank Bell, Colorado Water Con- servation Board; John Werme; and Milton Booth, of the Arkan6as Valley Journal. " President Nichols asked General Manager Thomson to read the minutes of the Jan- uary 12. 1967 meeting. Mr. Bell asked that the minutes be changed on page one to identify tha.t he will be the Illiaison oHicerll with the Arkansas Va.lley study. rather than "in chargell. He also requested that the minutes be amended to eliminate the sentence on page two. subject - "Disc.u6sion on Vranesh Studyll. which reads as follows: IIl1.nd should be incorporated in an overall report". President Nichols ad- vised that these amendments would be made. The Directors then approved the minutes aB amended. .,., Mr. John Werme, Jr. asked permission to pose a number of questions relative to previous meetinge. This permission was granted. He asked relative to the July 14, 1966 Board Meeting, wherein a Resolution was adopted denying access to cer- tain record6 of the District. He 6tated the record does not say. who made the motion, or who seconded. a.nd how the vote went. Mr. Werme then stated that at the Special Meeting of September 26. 1966, a Resolution was adopted terminating the use of credit cards. He asked whether or not the cards then in use were in the name of the District. whether each Director had a card, and why the program was terminated. President Nichols stated that all of the cards were in the name of the District, all of the Directors did ~ have such credit cards. and that the program was terminated for accountiDg reasons. Director Christy also reported that the Resolution prOVided that each Director might obtain his own personal card, and then send bills to the District for proper ekpenses incurred in District business. Mr. Werme then asked about the minutes of November 10, 1966, wherein Selby Young moved, seconded by Frank Dilley, that five Directors and one Advisor go to the Colorado River Water Users Conference in Las Vegas. Mr. Wenne asked who attended as per this authority, and President Nichols stated that he, Harold Christy, Frank Dilley, James Shoun. Attorney for the District, Charles Beise. and Advisor Judge Phillip Cabibi attended. ,"
