<br />The Water Resources Planning Act also provides for matching grants to the
<br />States to assist them in strengthening their planning capabilities in order
<br />that they could participate ,in the development of comprehensive vater and
<br />related land resource plans and develop State plans. States in the Missouri
<br />River Basin have received such grants.
<br />
<br />The Missouri Basin. The Missouri River flovs 2,315 miles from Three
<br />Forks, Montana, to its mouth, a fev miles above St. Louis, Missouri, vhere
<br />it Joins the Mississippi RiVer. It drains an area of 529,000 square miles
<br />one-sixth of the entire Nation - including the State of Nebraska, and parts
<br />of Missouri, Kansas, Colorado, Wyoming, Montana, North Dakota, South Dakota,
<br />lova, aod Minnesota, together \lith 9,700 square miles of Canada. Except for
<br />the Rocky Mountains aod the Black Hills, the Besin is characterized by rol-
<br />ling or gently sloping plains and prairies.
<br />
<br />Climate varies w1dely throughout the Missouri Basin. Average annual
<br />precipitation varies from 6 inches in the northvestern plains and 20 inches
<br />1n the mountains, to almost 44 inches 1n the southeastern part of the Basin.
<br />About 2.3 inches of this occurs as runoff, vith individual subbasin averages
