<br />In the development and use of vater and related land resources the
<br />local people In all levels of Government have a part to play. On the
<br />local level ve have the private citizens, industries, civic organizations,
<br />organized local districts, State Governments snd County Governments. Of
<br />particular importance 1n vater resource planning Is the private citizen
<br />because, in the long run, most of the development work Is for, and involves,
<br />citizens, or people. The local role includes wise Use of available resource
<br />planning and promoting long range obJectlves,providlng sponsorship, and
<br />financing of development works and cooperating with others.

<br />The agencies of the States have a very important role in the develop-
<br />ment and administration of the State resources. Every facet of the york
<br />of vater and related land resource development is covered by the State
<br />agencies which, in many instances, have the primary role. This has been
<br />historically true from the inception of statehood and has been of increasw
<br />iog tempo with the passing of time. All States have, in recent years,
<br />become much more active in vater and related land resource planning vork
<br />and some States have active programs related to development. Briefly
<br />stated, the State role in water and related land resource development is:
