00283':

It is estimated that the average annual damages fram floods currently
amount to $100 million. This is in addition to somewhat over $100 million
annually which is prevented by control afforded by developments which
are already in place. It is estimated that the damages by floods with-
out additional protection.will.amount to. about $400 million a year by
2020. Gully erosion affects. about 19,000 acres .of land each year and .
the associated damages amount to about $15 million. Without additional
protective measures it is estimated that gully erosion damages will amount
to about $50 million a year in 2020. It is impracticable to project stream-
bank and gully erosion patterns and damages resulting therefrom in the same
manner as for floods. Detailed studies of individual areas would be re-
quired to fully assess the impacts and long-range effects of eri~on.
Therefore, the current conditions of erosion, both bank and gully, .were
used as the benchmarks for determining needs in this functional category.

Navigation - Navigation development has been underway on the Missouri
River between Sioux City and the mouth for several years.. At the .present
time, the channel has not been fully developed for the authorized depth;
however, the channel is used to transport over 2-1/2 million tons of com-
mercial traffic and provides about one billion ton-miles of transportation.
It is estimated that the future traf'fic on the river will continue to
increase and that by 2020 traffic will be over 3 billion ton-miles. The
principal commodity which is being transported on the navigation project
now, and estimated to be the continued major item of commercial traffic,
is agricultural products.

Outdoor Recreation - In connection with the Comprehensive Framework
Study, extensive work was .done in the recreation field. Outdoor recreation
is oriented around three types: (1) scenic, - both. historic and natural;
(2) land oriented; and (3) water oriented. In connection with the frame-
work study, the pricnipal interest is in that portion of the recreation
which is water oriented, with some interest in the land oriented part as
it may affect overall resource development. It is estimated that in the
Missouri Basin the current projected demand amounts to about 115 million
recreation-days.. It is anticipated .that this will grow to nearly 450 mil-
lion recreation-days by 2020. About two-thirds of this demand 1s associated
with the requirements for residents of. the MislD uri Basin and about one-
third of:the projected demand is for non-residents. There are currently
about 2-1/2 million surface acres of water in the Missouri Basin useful to
recreation, and it is estimated ths. t by 2020, 1-1/2 million more acres
of water surface will be required. Developed recreational areas currently
amount to about 150,000 acres of land and it is estimated that.by 2020. approxi-
mately 700,000 acres of additional land will be required. Undeveloped lands
with the primary emphasis,.on use for recreation and wildlife purposes,
amount to somewhat over 1-1/2 million acres of land currently, and it is
estimated that. future needs for undeveloped recreational lands in the Missouri
Basin will amount to 4-1/3 million acres.

Fish and Wildlife - While fishing and hunting are a form of outdoor
recreation, they are considered separately because of the different

D::~t-::'
~;~i~~;~

,~::'f?
.;::,(--.~,~.

?:..f/>:.
'.*~-,.<,:,'
5~~?~W
~~;j~;
~i:~~:'"\:~
"';-'.':;'.
.....:~:.~~ :.:

f::.~;:?:t

\::'::+1,
~.:':.:..,:?;.~; ,
:.-.......
~~~;:}(;
i~gi5
;;.:,........
::/.:f~::;..:.:
~::!}2
".",,,..1
i~~
\-"';':-:"-:"-:",
(~/.:~.
