<br />Introduction
<br />
<br />Status - This is a report on the findings to: date of the compre-
<br />hensive framework study of the Missouri Basin being accomplished by
<br />the Standing Committee under the auspices of the Missouri Basin Inter-
<br />Agency Committee. The study has been in progress for four years and is
<br />now nearing completion. The final planning effort is underway in all
<br />parts of the Basin, with a little further analysis required before they
<br />can be completed. The assembly and analysis of other facets of the
<br />study are being assembled in appendices. It is expected that an initial
<br />draft of the report and appendices will be available about the end of
<br />the year, with review of the draft and assembly of the final report
<br />being acc.omplished before the end of. the next Calendar Year.

<br />Inter-Agency Committee - To provide a little background informa-
<br />tion, the Missouri Basin Inter-Agency Committee was formed in 1945
<br />after Congress adopted a comprehensive plan for water resource develop-
<br />ment for the Missouri River Basin. Its purpose has been to effectively
<br />interchange information and coordinate the activities of the Federal
<br />and State agencies in the planning and development of water and related
<br />land resources throughout the Basin. Committee membership consists of
<br />the. Governors of the ten Basin States. - Colorado, Iowa., Kansas, Minnesota,
<br />Missouri, Montana, Nebraslm, North Dakota, South Dakota, and Wyoming; and
<br />representatives of seven Federal Departments - Army, Agriculture, Commerce,
<br />Health, Education and Welfare, Interior, Labor, and the Federal Power Com-
<br />mission.

<br />Initiation of Study - Being closely 'in touch with the situation and
<br />recognizing the good working relations which had developed over the years,
<br />the Inter-Agency Committee, in February of 1963, gave consideration to
<br />undertaking a comprehensive study of the Missouri River Basin. After asses-
<br />sing the work involved and means of accomplishing it, the Inter-Agency Com-
<br />mitteej.in June 1964, created a Standing Committee on Comprehensive Basin
<br />Planning. It was their decision that the comprehensive study should be of
<br />framework scope to provide guidance for future multi-purpose development of
<br />the water and related land resources for the optimum or best use of these
<br />resources. This broad general program for development and use of the avail-
<br />able resources viII provide guidance to Federal, State, and local people to
<br />meet short and long tenn needs for the good of the people" the region, and
<br />the Nation.

<br />The Standing Committee, which consists.of a representative from each of
<br />the State and Federal Departments represented on the Missouri Basin Inter-
<br />Agency Committee, organized five Work Groups to carry on the study effort.
