<br />-26- <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />The product, principally hydrogenated shale oil, <br />free of contaminants and equivalent to the highest <br />quality crude petroleum, will be transported by large- <br />capacity pipelines to markets on the Pacific Coast and <br />in the Middle West. The gasoline and other fuel require- <br />ments of the local community also will be served from a <br />complete shale oil refinery in the area. <br />In addition to shale oil facilities costing an esti- <br />mated $5 billion, a moderate supporting industry will begin <br />during this period. Explosives, sulfuric acid, lime, and <br />cement are most likely to be manufactured. Numerous <br />manufacturing and service facilities of lesser magnitude <br />also will be started. <br />It is unlikely that oil shale by-products will be <br />utilized locally except for explosives, sulfuric acid and <br />possibly cement manufacture. <br />A population of nearly 300,000 in addition to the <br />Phase III development is foreseen making the total popula- <br />tion for shale and related industries about 340,000. Rio <br />Blanco County and Uintah County, Utah will share this <br />population growth. <br />
