<br />.." <br />In <br /><.0 <br />f::" <br />o <br />o <br /> <br />Foreword <br /> <br />This monitoring plan has been developed as a guide for the acquisition and <br /> <br />analysis of data to determine the effects of construction of Stage One of the <br /> <br />Grand Valley Unit. The results will be used by the Secretary of the Interior to <br /> <br />assess the effectiveness of the Stage One development in preventing salinity <br /> <br />from entering the Colorado River. The Secretary's findings will form the basis <br /> <br />for recommendations to the Congress for further construction on the Grand Valley <br /> <br />Unit. Amendatory legislation is now pending in Congress which if enacted would <br /> <br />change the authorization for Grand Valley Unit to include wildlife mitigation <br /> <br />and the option of using pipe instead of lining for laterals. The legislation <br /> <br />may also change criteria for future construction beyond Stage One. It is not <br /> <br />expected that any changes will be required in the monitoring plan as a result of <br /> <br />the legislation. <br /> <br />Prime responsibility for the monitoring studies will be vested in the <br /> <br />Projects Manager, Water and Power Resources Service, Grand Junction, Colorado. <br /> <br />Other Federal and State of Colorado agencies will participate. <br /> <br />Coordination of water quality monitoring will be accomplished through the <br /> <br />Grand Valley Salinity Coordinating Committee (GVSCC). The GVSCC has concurred <br /> <br />with the data used in this report, and has decided that any attempt to separate <br /> <br />On-Farm effects from effects of Water Systems Improvement would not be feasible <br /> <br />as part of this program. The GVSCC has also concurred that partitioning of the <br /> <br />different portions of the salinity reduction program should not be a requirement <br /> <br />for continued funding of those portions of the program. On-Farm monitoring will <br /> <br />be conducted through a cooperative arrangement between the Water and Power <br /> <br />Resources Service, the Soil Conservation Service, the Agricultural Stabilization <br /> <br />and Conservation Service, the USDA. Science and Education Administration- <br /> <br />Agricultural Research, and Colorado State University. <br />i <br />
