<br />J '.0 !?})<:;: ,': <br /> <br />. <br /> <br />. <br /> <br />The public is requested to review these alternatives and suggest any <br />other plans which the team should analyze. <br /> <br />Once the alternatives have been analyzed and evaluated, the study agencies <br />will decide which alternative to recommend to Congress. The following <br />preliminary selection criteria were developed for the study team to use <br />in selecting the recommended alternative. <br /> <br />The recommended plan should show a balanced concern for economic develop- <br />ment and environmental quality by: <br /> <br />providing outputs of goods and services to the national economy <br /> <br />providing outputs of goods and services to the local area. <br /> <br />- preserving and enhancing the outstandingly remarkable scenic and <br />recreation values of the river area. <br /> <br />- preserving or enhancing all the other natural values of the <br />ri ver area. <br /> <br />- promoting favorable effects on the environment and mitigating ad- <br />verse ones. <br /> <br />- protecting landowner rights and resolving local concerns. <br /> <br />- resolving concerns of conservation groups. <br /> <br />- resolving concerns of local dependent industries and businesses. <br /> <br />The study team requests those attending the meeting or mailing in the <br />enclosed packet to consider these, evaluation criteria and suggest any <br />that have been overlooked. The team intends to select the plan which <br />best satisfies these combined criteria. Since it probably will not be <br />pOSSible to select a plan that pleases everyone, we request your ideas <br />on which selection criteria, if any, should be stressed. <br /> <br />Where does the study go from here? <br /> <br />Using the input received at the meetings, and returned by those who <br />cannot attend, the team will evaluate the alternatives and select one. <br />This will be published in the recommendations section of the draft Wild <br />and Scenic River Study Report, and it will be the "proposed action" in a <br />Draft Environmental Statement. These two documents will probably be <br />publiShed in early 1979. and there will be a 90 day review period durin9 <br />which the public and government agencies may comment both on the report <br />and on the environmental statement. Public comment will be considered <br />in both these documents before they are revised into final form. <br /> <br />Once finalized, they are forwarded to the President of the <br />who will submit his recommendation to Congress in a bill. <br />public opinion will be very important. <br /> <br />United States <br />At that time, <br /> <br />3 <br />
