P..eI1Ue.f ~/~,- <br />l/z~/o3 <br /> <br />-' <br /> <br />COLORADO <br /> <br />64 <br /> <br />DRAFT <br /> <br />The Protection, Management, Operation and Development olColorado 's Water <br /> <br />Resources lor the Benefit 01 the State olColorado and all its 64 Counties <br /> <br />The authors of this policy paper represent many of the interests of the people of the <br />Denver metropolitan areas, We believe the Colorado 58 Water Principles, prepared by <br />representatives of Action 22, Club 20, and Progressive 15 describe a series of tenets of <br />responsible water development that could guide local and state decisions on future water <br />development. The principles recognize the important opportunity we share. They <br />recognize the vast amount of common interest the metropolitan area shares with other <br />regions of the state. The principles also recognize the opportunity for local communities <br />to work directly, hand in hand, to formulate water development policies. <br /> <br />Our proposed "Colorado 64" principles expand on many of the principles of the Colorado <br />58. We believe they will provide a common understanding to guide water users in <br />Colorado as we meet the state's water needs, We believe they are based on mutual <br />respect and contemplate fact-based decision-making, effective implementation strategies <br />and the timely delivery of solutions. <br /> <br />Realities of Colorado Water Development <br />We also believe that as representatives of many of our fellow citizens of the Denver area, <br />it is important for us to recognize certain realities of water development in Colorado: <br /> <br />. We recognize that, even if carefully managed, efforts to provide additional water <br />to the Denver metropolitan area could have significant effects on many of the <br />communities comprising Club 20, Action 22 and Progressive 15. <br />
