<br />on both present and future suprlies ancl needs, Essentially, the state
<br />association will serve as a fact-finding Llncl study gloup. It will invell-
<br />tory present supplies and uses of water, consider pl'111S for future de-
<br />velopment, and initiate v;ork on policies to solve walel prohlellls, rhis
