The fIrm specializes in providing strategic planning services and assistance in <br />environmental regulatory matters to water organizations. He represented water users in <br />negotiation of the Upper Colorado River Basin Endangered Fish Recovery Program. Since <br />1988, he has represented the Utah Water Users Association, Colorado Water Congress, and <br />Wyoming Water Development Association on the Upper Colorado River Basin Endangered <br />Fish Recovery Program. Tom represented water users in negotiation and development of the <br />Endangered Fish Recovery Program in the San Juan River Basin, and represents Colorado <br />and New Mexico water users on that Program. He is currently involved in resolution of <br />endangered species/water management conflicts in the Rio Grande Basin and the Columbia <br />River Basin. He has testified before Congress on reauthorization of the Endangered Species <br />Act for the National Water Resources Association and the Colorado Water Congress. He <br />received the National Water Resources Association's President's Award for his leadership <br />of the Association's Endangered Species Act Task Force. <br />
