<br />Western Colorado in lieu of that reservoir for the purpose of <br /> <br />protecting water uses in Western Colorado. <br /> <br />(f) "c.f.s." means cubic feet of water per second of time. <br /> <br />2. Tk\e ~spen Rt:'servoir llhall be constructeq and !Il:\intained on the <br /> <br />Roari~g Fork River above the town of Aspen, Colorado, vdth an active capacity <br />\ . . <br /> <br />of about 28,000 acre-feet and with a reasonable expectancy that it will fill <br />annually. The 28,000 acre-feet of water stored therein shall be available <br /> <br />for replacement purposes in Western Colorado. All of such stored water <br /> <br />shall be released under the conditions and limitations hereinafter set <br /> <br />forth. <br /> <br />3. The cost of construction and perpetual operation and maintenance <br /> <br />of the Aspen Reservoir shall be a charge against the project and shall be <br /> <br />paid from project revenues or as otherwise provided by the Congress of the <br /> <br />United States. <br /> <br />4. The Aspen Reservoir shall be completed before any water is <br /> <br />diverted to Eastern Colorado by means of the project. <br /> <br />5. The primary purpose of Aspen Reservoir is to furnish the water <br /> <br />required for the protection of Western Colorado water users in accordance <br /> <br />vdth provisions of Section 1, Chapter 191, Colorado Session Laws, 1943. <br /> <br /> <br />6. The replacement capacity of the Aspen Reservoir is that portion <br /> <br />of the total reservoir capacity required to protect existing rights to the <br /> <br />use of water in llestern Colorado for domestic, irrigation, and I,'lanufacturing <br /> <br />purposes (including power generation) and hereafter acquired rights to the <br /> <br />use of water in Western Colorado for domestic, irrigation, and manufacturing <br /> <br />purposes (excluding pover Generation) against any and all losses of needed <br /> <br />water because of stream depletions resulting from project operations, In <br /> <br />~ <br />~. <br />c;:) <br /> <br />-4- <br />
