Manhours required for produc- <br />tion were derived from the value of production, and coefficients representing <br />the projected output per manhour by commodity group. The annual average <br />worker estimates were then converted to a Census definition of employment by <br /> <br />subtracting estimates of seasonal labor, childrun under. 14, and multiple <br /> <br />jobholders. Agricultural services employment was also added to obtain total <br /> <br />agricultural employment. <br /> <br />Now let's look at the geographic transformation process. Income, employ- <br /> <br />ment, land use, and production were all transformed from Land Resource Groups <br /> <br />to other geographic reporting units by means of a disaggregation and reaggre- <br /> <br />gation procedure. Income and employment were transformed to Water Resource <br /> <br />Subareas and OBE Economic Areas, based on extrapolations of historical shares <br /> <br />of the LRG's. Production and land use were transformed to. Water Resources <br /> <br />Subareas by disaggregating commodities at the LRG level and reaggregating <br />them to the subarea level. The disaggregating factors for production and <br /> <br />land use were derived from Agricutlural Census data, which were extrapolated <br /> <br />to 1980 and then held constant for the two additional projection points~-2000 <br />and 2020. <br />This completes the brief description of the NIRAP System. I want to <br />emphasize that all of the projections are being checked for consistency. <br /> <br />In many cases, this can be done only by cross checking with other internal <br /> <br />data. Checks that were performed indicated that some adjustments were necessary, <br /> <br />and these were made prior to printing the draft report.
