A series of workshops were held in 1965 to outline the <br />proposal, and a fuller description of the concept was presented to the Water <br /> <br />Resources Council in 1968. The system contains three broad e1ements--(a) an <br /> <br />input data development section, (b) a regional projections section which <br /> <br />includes GAPAS--Generalized Agricultural Production Analytical System~- <br />which I will discuss later, and (c) an economic interpretations section. <br />Within the first section--input data development--there are 4 subsystems <br />which provide input .to the regional projections and economic interpretations <br /> <br />sections and.it is within these subsystemslthat most assumptions are quantified. <br /> <br />Comprehensive statements relating to these assumptions and the methodology are <br /> <br />being prepared and will be available in the near future. The four input sub- <br />(page 9) <br />systems, as reflected in the attached diagram/are: Projected National Frame- <br /> <br />work of Production Requirements, Production Cost Data, Projected Agricultural <br /> <br />Resource aase, and Projected Crop Productivity. <br /> <br />The methodology for determining the national framework Tollows closely, <br />with some additions and clarifications, the 1965 version. TheProjected <br />National Framework was developed by the Natural Resource Economics Division <br /> <br />and the Economic and Statistical Analysis Division of ERS and was reviewed <br /> <br />and approved by the ERS Projections Committee. <br />The estimates of food uses of agricultural products are derived from <br /> <br /> <br />projected population and projected per capita consumption.
