The concept of the system has its foundings in work dating back to
the early 60's. A series of workshops were held in 1965 to outline the
proposal, and a fuller description of the concept was presented to the Water

Resources Council in 1968. The system contains three broad e1ements--(a) an

input data development section, (b) a regional projections section which

includes GAPAS--Generalized Agricultural Production Analytical System~-
which I will discuss later, and (c) an economic interpretations section.
Within the first section--input data development--there are 4 subsystems
which provide input .to the regional projections and economic interpretations

sections and.it is within these subsystemslthat most assumptions are quantified.

Comprehensive statements relating to these assumptions and the methodology are

being prepared and will be available in the near future. The four input sub-

systems, as reflected in the attached diagram/are: Projected National Frame-

work of Production Requirements, Production Cost Data, Projected Agricultural

Resource aase, and Projected Crop Productivity.

The methodology for determining the national framework Tollows closely,
with some additions and clarifications, the 1965 version. TheProjected
National Framework was developed by the Natural Resource Economics Division

and the Economic and Statistical Analysis Division of ERS and was reviewed

and approved by the ERS Projections Committee.
The estimates of food uses of agricultural products are derived from

projected population and projected per capita consumption. Projected non-

food uses for such things as seed and industrial uses were projected by
